Historic Russian city to be given a new lease of life

Deux entreprises néerlandaises collaborent pour reconfigurer la ville historique de Tcheliabinsk, une ville qui est en grande partie non visitée et sous-estimée, à 1500 km à l'est de Moscou. Les deux sociétés qui dirigeront le projet sont de Architekten Cie et Felixx Landscape Architects.
Cependant, en termes relatifs d'attraction de nouveaux résidents et d'évolution vers de nouvelles économies, la ville est devenue très inférieure à ses homologues nationaux de Moscou et de Saint-Pétersbourg, avec de nombreux jeunes travailleurs et hauts salariés optant pour aller dans ces deux villes.
Le but ultime de la refonte est de faire de la ville un «vivier de capital social». Il cherchera à attirer des personnes et des communautés qui ont une vision avant-gardiste et appuieront une évolution vers de nouvelles économies, en vue de remplacer les industries polluantes par celles qui sont les plus respectueuses du climat.

Two Dutch companies are collaborating to redesign the historic Russian city of Chelyabinsk, a city which lies largely unvisited and under-appreciated, 1500km to the East of Moscow.  The two companies who will lead the project are de Architekten Cie and Felixx Landscape Architects. 

The city currently has a population of 1.5 million people, however, in relative terms of attracting new residents and shifting towards new economies, the city has become far inferior to its national counterparts of Moscow and St Petersburg, with many young workers and high earners opting to move to these two cities. 

The ultimate aim of the redesign is to make the city a “breeding ground for social capital”. It will look to attract people and communities whom are forward thinking and support a shift towards newer economies, with a view to replacing polluting industries with those that are most climate-friendly. 

Des architectes ont  dit que la ville a déjà suffisamment d'espace pour permettre la refonte, le plan ayant déjà trois étapes confirmées.
Grille: Les rues serviront d'espaces publics linéaires. Le réaménagement et l'amélioration des rues permettent l'intégration de l'infrastructure environnementale, l'organisation de la circulation lente et des transports en commun.
Blocs: Les blocs existants dans la ville laissent beaucoup d'espace vide à développer. Le plan directeur propose une transformation progressive de la grille existante en remplaçant les propriétés détériorées et en complétant les îlots municipaux. Les fonctions résidentielles seront relocalisées dans le centre de la ville.
Projets Catalyst: Des projets spécifiques seront développés pour revitaliser certaines zones et ajouter des qualités particulières à la ville, ou stimuler le développement et la transformation. Ces projets permettent au gouvernement de contrôler la vitesse de la transformation et les zones où elle se déroule. Le projet le plus important est le réaménagement des quartiers riverains le long de la rivière Miass.
Une date pour le projet n'a pas encore été établie.

De Architekten Cie says that the city already has plenty enough space in which to enable the redesign to take place, with the plan already having three confirmed stages. 
Grid: Streets will serve as linear public spaces. The redevelopment and upgrading of streets allows for the integration of environmental infrastructure, the organisation of slow traffic and public transportation.
Blocks: The existing blocks in the city leave a lot of empty space yet to be developed. The masterplan proposes gradual transformation of the existing grid by replacing deteriorated properties and completing city blocks. Residential functions will be relocated in the center of the city.
Catalyst projects: Specific projects will be developed to revitalise certain areas and add special qualities to the city, or boost development and transformation. These projects enable the government to control the speed of the transformation and the areas where it  is happening. The most important project is the redevelopment of the waterfront districts along the River Miass.
A date for the project has yet to be established.
